Senator Tony Mendoza Announces Governor‘s Approval of Senate Bill 4

Sacramento – Senator Tony Mendoza (D-Artesia) announced Governor Jerry Brown’s approval of Senate Bill 4 (SB 4) today. SB 4 preserves the stability and continuity of the CalOptima board by codifying the existing membership and qualifications to serve on its board of directors and by raising the vote requirement to remove a CalOptima board member to a two-thirds vote threshold.

“At a time of great uncertainty for all Americans regarding health care, it is critical that we stabilize and protect Cal-Optima, given its crucial role in the county’s economy. It ensures that everyone eligible for services receives them, at a reasonable cost to the taxpayer, while maintaining high quality,” said Senator Tony Mendoza. “I authored SB 4 because Cal-Optima needs governance stability with fair representation in order to fulfil that goal.”

CalOptima is a County-Operated Health System (COHS) authorized by the state to provide health care services under the Medi-Cal program. It serves nearly 800,000 members in Orange County, working with over 7,000 doctors, 500 pharmacies, 100 long-term care facilities, 35 community health centers, 31 acute care and rehab hospitals, and a pediatric healthcare network. It is California’s largest COHS and a critical lifeline. CalOptima has struggled with the composition of its governing board with several recent proposals detrimental to the organization.

In supporting SB 4, the Orange County Business Council and the Orange County Taxpayers Association wrote that “The 800,000 low-income children, adults, seniors and people with disabilities in Orange County who rely on this nonprofit agency for medical service deserve stable, knowledgeable oversight. SB 4 is needed to make sure local control through local community stakeholders is preserved and not eliminated.

SB 4 received bipartisan and near-unanimous support in the California Senate and Assembly.
